<p>Less than a year ago, Congress passed a comprehensive measure regulating chemical plants, refineries and other similar facilities.  Despite this, some lawmakers are looking to rewrite the law.</p>
<p><strong><em>“We are playing that ‘whack-a-mole’ game, where you see something pop up and try to whack it back down,” said Thomas Pyle, a lobbyist&#8230;who works on chemical safety for the National Petrochemical and Refiners Association.</em></strong></p>
